In the White House’s latest effort to try to explain President Obama’s misleading promise that Americans could keep their health-care plans, press secretary Jay Carney told reporters that the president’s remarks were based on the “general principle” of Obamacare.

“When it comes to that provision in the law that grandfathered in plans that existed before the Affordable Care Act was passed, that’s obviously what the president was referring to,” Carney said at Tuesday’s briefing. “But he was also referring to, more broadly, the general principle and promise of the Affordable Care Act.”

He explained that the 80 percent of Americans who receive insurance through their employers will see no change to their plans. As for the individual market, any plans that have been terminated, he asserted, were due to insurance companies’ decision to change them since the law passed.
