CNN: ‘The Votes Don’t Appear to Be There’

CNN’s Dana Bash reports the White House has a tough case to make to Congress in order to secure authorization for the use of military force: “The votes don’t appear to be there,” she explained, and “that’s why they’re not rushing back” to hold an emergency session of Congress.

“The administration has an incredible amount of convincing to do,” she said.
