Document: HHS Knew Obamacare Site Posed Security Risk, Went Ahead Anyway

Here’s the internal government memo that, as Sterling noted below, shows the Obama administration approved the launch of Healthcare.gov despite warnings it was a “high” security risk because of lack of testing.

The memo, signed September 27 by Marilyn Tavanner, a top lieutenant to Kathleeen Sebelius at the Department of Health and Human Services, acknowledges the warnings and approves going ahead in spite of them.

Representative Mike Rogers slammed Sebelius over the matter at the ongoing House Energy and Commerce Committee hearing.

“Let me tell you what you did. You allowed the system to go forward with no encryption on backup systems. They had no encryption on certain boundary crossings. You accepted a risk on behalf of every user of this computer that put their personal financial information at risk because you did not even have the most basic end-to-end test on security of this system,” Rogers said.

The memo specifies that the site was not tested in a single environment and the continual addition of new code made it difficult to test.
