Does Congress Care about Its Own Prerogatives and Constitutional Standing?

I oppose what Trump is trying to do with the national-emergency portion of his border-spending plus-up, not because I’m sure it’s illegal (I’m not), but because it’s pretty clearly a pretextual end run around the congressional spending power. The problem for Congress, though, is that it has over the years given the president enormous leeway to govern on his own. Jonathan Turley has a very tough and compelling piece on this theme.
