To qualify, a candidate must A) place among the top four contenders in Iowa, B) place among the top four contenders in New Hampshire, C) earn at least 7 percent in the three latest national polls, or D) earn at least 7 percent in the three latest South Carolina polls. According to the RealClearPolitics running survey, Perry seems to fall short by every measure. Will Perry be included?
