The reader is right. But so was the dog owner. The police need to enforce the rules, the guy needed to save his dog. He took the risk and he should face the consequences. Do I think he should go to jail? No, but I do think he should pay a fine or something. I have no problem with the idea that doing the right thing can be illegal from time to time.
