“Dog Whistles”

I think it’s hard to tell the difference between a “dog whistle” such as Bush’s reference to “wonder working power” and a religious allusion. The notion that the Supreme Court’s current understanding of church-state issues is far and grievously removed from that of the Founders, meanwhile, has been a conservative commonplace for several decades. Evangelicals may talk a lot about it, but so do non-evangelical academics, e.g., Rick Garnett, Gerard Bradley, and Philip Hamburger.
