Ends and Means

Janice Kephart, a former counsel at the 9/11 Commission who recently joined my Center, was sobered by the recent report from the Ombudsman of U.S. Citizenship and Immigration Services (USCIS), the agency that deals with green cards, citizenship, and the like. (See the Heritage panel discussion on the report Tuesday here.) Maybe most unbelievable is the revelation that fingerprints taken from immigration applicants are automatically deleted after 15 months. This is the agency that would supposedly screen out bad guys among applicants for any amnesty.
