Farm Subsidies to Face the Axe?

In his speech Obama said “In this budget, we will . . . end direct payments to large agribusinesses that don’t need them.”  This could mean one of two things.  Either he will propose ending farm subsidies, or he will means-test them in some fashion. I certainly hope it’s the former.
