There’s a lot wrong with the Obama administration’s effort to get universities to lower standards of proof for allegations of sexual misconduct. The Foundation for Individual Rights in Education has now filed a federal lawsuit addressing one of the problems: The administration has violated the Administrative Procedures Act.
