In addition to the economic sanctions that already have been rolled out, Russia should be expelled from the top multinational organizations, beginning with the World Trade Organization.
Unfortunately, as the Trump administration discovered with regard to China, there isn’t any easy or clean way to eject a country from the WTO.
That is, of course, by design, and no country ever has been expelled.
But the Article XXIII process allows for the WTO to suspend the obligations of one or more parties to the WTO to another party. Relieving all the other parties of their WTO obligations to Russia would be tantamount to expelling Moscow from the organization. It is a possibility that should be explored and, if possible, pursued.
The WTO already has established that national-security concerns can come into play in these questions. In fact, it sided with Russia in 2014 when Moscow cited national security as a defense against a trade complaint from Ukraine. It may be time to broaden that precedent.
