That Gore Call Was Illegal

That recorded phone call was illegal, according to my anonymous FCC expert guy:

Even though political calls are exempt, they are not exempt to cell phones if the call is pre-recorded (not a live person). See paragraph 165

We affirm that under the TCPA, it is unlawful to make any call using an automatic telephone dialing system or an artificial or prerecorded message to any wireless telephone number.[1]

[1] See 47 U.S.C. § 227(b)(1), which provides that it is “unlawful for any person within the United States to make any call (other than a call made for emergency purposes or made with the prior express consent of the called party) using any automatic telephone dialing system or an artificial or prerecorded voice . . . to any telephone number assigned to a paging service, cellular telephone service, specialized mobile radio service, or other radio common carrier service, or any service for which the called party is charged for the call.”
