Lindsey Graham’s (R., S.C.) fundamental concern in the ongoing immigration debate, he says, is “sovereignty.”

“Controlling who comes into this country is a sovereign right of this country, and I will insist on sovereignty,” Graham explained yesterday to fill-in host Stuart Varney on Fox News when asked if securing the border was his No. 1 priority. “You can come [to this country] but on our terms, not yours,” Graham asserted. He also pushed for an E-Verify system to help employers make sure they are not hiring someone illegally.

Graham is a member of the Gang of Eight, a bipartisan group of senators working on immigration reform. Graham said he hopes to put forward a legislative proposal in the Judiciary Committee by next week as “a starting point of the debate, not the ending point.”
