Graham: Too Early to Tell if Boston Bomber Had Al-Qaeda Ties

Senator Lindsey Graham told CNN’s Candy Crowley that he believes it is too early to determine if the Boston Marathon bombers had ties to al-Qaeda, but officials should reserve the right to treat him as an enemy combatant in order to gather intelligence. “It is too early to make this determination,” Graham said on State of the Union. “Don’t put it in, don’t take it off the table, that’s all I’m saying.”
