[Derb] Looks like wonkery to me. Wonks are interested in, among other things, seeking out the causes of social & political phenomena. GWB’s reluctance to authorize enforcement of our nation’s immigration laws is a major political phenomenon. That he loves his servants, and has never thought any deeper into the matter, is a plausible explanation, given what we may reasonably surmise about his thought processes in general.
