In response to my discussion of the phony “trigger” mechanisms floated in various immigration proposals, one reader offered this useful comparison:
Doesn’t this “trigger mechanism” sound like the Iraq War withdrawl mechanism. The congress sets up “benchmarks” that are to be met and all that with the same result for the terrorists or illegal immigrants: Just hold on until the “benchmark” has been met, then you can go ahead with your own agenda. … What a crock. If we really wish to modify behavior, we should lay down rules and enforce them. No caveats.
