Harvey Touches Down in Louisiana (Developing)

Update 12:15 P.M.: One of the more heartening stories to emerge from the storm is the heroic rescue efforts citizens have mounted. Whether it’s been Texans on jet skis, the so-called “Cajun Navy” who made the trek from Louisiana, or able-bodied people assisting those in need, the displays of heroism and selflessness abound. Julie Turkewitz, a New York Times reporter, took this picture of a group of rescuers:
