Hatch is blowing smoke. The Clintons deserve their share of the credit or blame for S-Chip, even if they had tactical disagreements with its congressional sponsors. And let’s not forget that the Clintoncare initiative contemplated an S-Chip-style program as a fallback to their grand plan.
