The CBO estimates that under a repeal bill like the one Congress passed last year 18 million would lose their insurance. I leave it to our experts to parse the analysis, which obviously shouldn’t be taken as gospel, but the headline number will now be entrenched in Democrats talking points and in the media coverage. The biggest question at the moment: How does Trump react? Does he pooh-pooh the score as skewed and overly negative? Or does he signal more open opposition to the current Republican strategy and push harder for simultaneous repeal-and-replace?
