Mickey Edwards, former GOP congressman from Oklahoma, says that in today’s polarized Washington, House members “tend to see themselves less as members of a separate and equal institution, with its own oath of office and obligations, and more as either a part of the president’s team or a part of the opposition to the president.” By restoring some of the procedural civilities that both parties have traduced, Pelosi could revive the House to fulfill its intended role as a rival to the executive. Her interests, and those of her institution, converge.
