Chertoff calls for guest worker program UNITED PRESS INTERNATIONAL WASHINGTON, June 29 (UPI) — Michael Chertoff, head of the U.S. Department of Homeland Security, said Thursday that a temporary worker program would help control U.S. borders.  Allowing illegal immigrants “to get themselves square with the law” is not amnesty, Chertoff said in a speech at the American Enterprise Institute.  Chertoff predicted that the number of Border Patrol agents will double by the time President George Bush leaves office, CNN reported. He said that increased security on the border is clearly having an effect because of the number of people coming through the desert, bypassing cities like San Diego.  “Congress has an opportunity and it has a responsibility to act this year to tackle this problem,” he said. “The president has used the tools of the so-called bully pulpit to speak very aggressively and clearly about the comprehensive solution he thinks is appropriate.”  The House of Representatives has passed a bill that increases penalties for people entering the country illegally and steps up enforcement. The Senate bill, closer to Bush’s position, includes a temporary worker program and a means for long-term illegal immigrants to change their status.
