Since many Trump decisions are still subject to negotiation even after they’ve been announced, there was always a chance he’d reverse himself on Syria. The slowdown that Lindsey Graham is talking about doesn’t sound like that, but if the pullout is delayed, it at least increases the odds some compromise policy will be arrived at short of a total drawdown.
