The immigration pause

Derb, how on earth could one demonstrate that the “pause” was helpful or hurtful? We have no means of measuring what a different, more open policy would have produced. What we do know is that the waves of immigration that were so intensely controversial in the mid-19th century and the early 20th century were of inestimable benefit to the nation over time.
