Andrew, I’m not inventing some high standard for Giuliani to clear. The argument that his own campaign and his own supporters–such as Frum–are making implies that he can meet a pretty high standard. Giuliani keeps saying that he did the impossible. He can’t then excuse the failure to fix the interoperability problem on the ground that it would have been really hard.
