It’s Time to Revisit War Powers and the AUMF

After Rich, Charlie, and I discussed war powers, I saw in the Wall Street Journal that Peggy Noonan had devoted her never-to-be-missed weekly column to the topic, arguing that the president should seek congressional authorization before striking Iran. The Iran question is water under the bridge now, but the war powers issue — like the obsolescence of the existing post-9/11 Authorization for the Use of Military Force — is still pressing.
