Quite a few readers are coming to the rescue, offering another interpretation:

I have to say that I always considered the Bajorans to

be, in the allegory, the Jews (and, to a lesser

degree, the French) and the Cardassians plain old

Nazis.  The Cardies certainly never had a history of

being oppressed themselves that would be required for

the other allegory to work at all.  I don’t see anyone

for the Palestinian role at all, although there was

one episode where a group of people supposedly related

to the Bajorans showed up from the other side of the

wormhole and tried to assert a right to return.  But

those guys weren’t seen again after they were sent

packing.

Additionally, the Maquis colonists are very close

analogs to Israeli settlers…which puts the

Cardassians in the Palestinian role, there, and the

Federation as Israel proper.  But there’s only so far

you can stretch an allegory.
