Jonah, in my opinion, any rational person would be crazy to take the job. These overall czar thingies never work. They don’t have statutory authority over the agencies they need to manage, and they soon enough become targets themselves. Colin Powell can whip things into shape, I guess, but not if he says, “You go over here,” and the guy he’s giving orders to says, “Um, I need to file six forms with the Labor Department before I can do that” and somebody else says, “That falls under Mississippi’s jurisdiction” and so on….I know it’s become the fashion to hate the Homeland Security Department this week, but that’s why it was formulated, to ensure somebody had the statutory power to make the bureaucracies harmonize at a time of crisis caused by an attack on the country.
