I’m just back from France. My conclusion: France is a great nation that has been cursed with leaders who would rather France be a Great Power. I also think French President Jacques Chirac believed a politically unified Europe – dominated by a Franco-German entente – was the surest means to this end (and a lot less stressful than the path Napoleon attempted). But the plot has failed thanks to French voters
