Secretary of State John Kerry continued to try to clarify to the Senate Foreign Relations Committee that the administration is not looking for congressional authorization to go to war with Syria, but is seeking congressional approval for something less grave.

“The president is not asking you to go to war, he’s not asking you to declare war, he’s not asking you to send one American troop to war,” a heated Kerry said in response to Senator Rand Paul (R., Ky.). “He’s simply saying we need to take an action that can degrade the capacity of a man who has been willing to kill his own people” through chemical weapons.

“I just don’t consider that going to war in a classic sense of coming to Congress and asking for a declaration of war,” he added.
