Gingrich [after the Republican victory in 1994] had this idea that he was now the prime minister. That doesn’t work in our system. I think Boehner has an acute understanding of what his role is. It’s basically that by controlling [only] half of Congress, [that role] is saying: Stop. The election was all about saying: Stop. He’s going to do it, he’ll try to work on, of course, Obamacare, on spending. And I think that’s his mandate.
