The Last “Czar”

Jonah, I wasn’t offering political advice to Powell either. The point is that the job you described — the “taking charge of the whole thing” job — doesn’t work either politically or actually. I helped set up the drug czar’s office in 1989, and it took us about five minutes to realize there was no way the “czar” was actually going to “manage” anti-drug efforts across more than 40 agencies.
