Maryland Shouldn’t Be Automatically Re-Enfranchising Felons

The Maryland state legislature has sent to its Republican governor Larry Hogan a bill that would relax the state’s already liberal felon-voting law so that felons would be able to vote automatically on release from prison — even if they had not completed their parole and probation.

Such automatic re-enfranchisement is premature and unwise, as explained in the second part of this Heritage paper that Hans von Spakovsky and I wrote.
