According to this Times piece, McCain is re-thinking his position on immigration, given the earful he’s hearing on it from conservatives in Iowa. In the piece, he mentions shifting over to the Pence plan. That’s not going to help him much. If he’s going to shift, he might as well make it count. He should adopt enforcement-first, requiring certain enforcement benchmarks and a system of workplace enforcement to be in place before we have a major guest-worker program or a quasi-amnesty (Sen. Isakson supports a deal along these lines). This would take care of McCain’s political problem, it would give him a position on immigration that would avoid the excesses on both sides, and it would move the ball forward significantly in the intra-Republican debate–he could legitimately lead the party on this.
