Since becoming majority leader, however, Mr. Boehner has won high marks from some conservatives for pushing through votes on abortion, obscenity and other issues. And his supporters said he had voted against some big-spending legislation, including a recent agriculture bill, that Mr. Pence supported.

Mr. Boehner’s supporters also argued that he had worked hard to stem the Democratic tide, helping to hold Republican losses in his home state, Ohio, to one seat instead of as many as four. Mr. Pence campaigned for the vulnerable members in his home state, Indiana, but all three lost.
