Not likely voters or even registered voters but adults.
I believe the rule of thumb is the further a poll goes away from likely voters, the more Democratic the result.
The Newsweek story on the poll doesn’t mention the basis. In fact, at one point the story states that Bush’s standing among “registered voters” has declined which is either inexcusably sloppy or deliberately misleading.
