In a hearing before the Senate Budget Committee yesterday, Office of Management and Budget director Cynthia Burwell refused to answer a simple question from Senator Jeff Sessions (R., Ala.) about whether the Obama administration’s proposed 2015 budget increases spending above the levels provided in the Ryan-Murray budget agreement passed last December.
