What you don’t account for was that congressional support for an expensive prescription-drug benefit was nearly unanimous — most of the no votes came from Democrats who wanted a bigger benefit. This consensus, meanwhile, reflected 80 percent + public support for the new benefit. Under those circumstances, yes, an expensive new benefit was inevitable.
