Ralph Peters On Latin America

I thought Ralph Peters’ column in America’s Newspaper of Record this morning was very good. If there is a conservative “line” on Latin America, it

ought to be this, or something close to it. My only arguments with

Peters are (1) I think he underestimates the length of the learning

curve some of these countries have in front of them, and (2) Peters,

good neocon that he is, also underestimates the degree to which the

current changes are driven by racial grievances, the topic explored by

Amy Chua in her book World on Fire.
