I genuinely think Marco Rubio is one of the most capable cabinet members. The top floor of the State Department is now, improbably, one of the best operations in our government. In his hearing earlier this week, Rubio ran absolute circles around almost everyone. But, because I gave him stick earlier this week about his immigration views on Bill Maher’s show, I want to credit Rand Paul for trying to apply a sensible constitutional standard when it comes to war powers. Rubio puts up the best defense possible, but of course Rand Paul is right that if anyone did that to us, we would consider it an act of war.
