JJM – I look forward to reading it. But your post gives me a good excuse to clarify one thing: I was not saying that the 21 drinking age is effective (one reason why I’m for lowering it is that I think it isn’t). In a sense what I find interesting is that it is effective at all in that it does affect behavior at a psychological or philosophical level. That’s what’s so surprising to me.
