There is another “tip of the spear” as you say in this Congressional inquiry into head injuries in the NFL. Once Congress is the keeper of the medical expenditures checkbook, all potential injurious activities will be subject to such scrutiny – riding ATVs, rock climbing, school recess activities. Literally every activity will be subject to scrutiny – all that wil be required is some troubling statistics and an actuary.

On a lighter note, perhaps Congress could look into the likelihood that they themselves have all suffered some sort of head injury. It would explain a lot.
