Two things about the story (here and here ) Kathryn linked to yesterday morning:: First, it’s a great escape hatch for the minority of Republican senators who voted for what they knew was a terrible bill in the hope that the House would save them from their folly. And second, the constitutional objections of the House might be more substantive than some think because the “pay back taxes” provision of the Senate bill could well mean “retroactively receive refunds and EITC,” which would make it a spending bill, even in the short term, completely apart from the huge long-term welfare costs it would impose.
