I can speak to Pennsylvania, as I was active in the Reagan campaign in Pennsylvania during the 1980 primary fight between Reagan and Bush. The state party was firmly behind Bush, although it did not formally endorse him, and the battle was fierce. I don’t recall whether Reagan had locked up the nomination or not, but the historical comparison implied by the earlier post seems way off.
