Several readers asked what “re-enfranchised” meant in the quote in my earlier post on the movement for non-citizen voting. We have a longer paper on this in the works, but the short answer is that for a time during the 19th century a number of states and territories had offered non-citizens the vote as a way of competing for new settlers. The argument of the post-Americans is that they simply want to restore something that was lost due to racism and xenophobia.
