Peter, it is certainly conceivable that the public would have become more conservative on size-of-government issues over the last two decades except that the removal of people from the income tax rolls perfectly counteracted this trend. But 1) I still haven’t seen any evidence for this view and 2) even granting that it is true, it suggests that the removal of people from the tax rolls is not such a huge, decisive factor in attitudes toward government that it swamps everything else.
