Kathryn, I disagree. The natural time to end a cabinet secretary’s tenure in good standing is after a mid-term (or re-) election. If Rumsfeld had been dismissed early in the summer it would have been clear that he’d been ignominously sacked. This way, Rumsfeld leaves under fire (which history will forget) and with full honors (which history will remember).
