I think you’re right, Jonah, to suggest that the deliberate bombings of Hiroshima, Nagasaki, and Dresden were all much worse than any of the “enhanced interrogation techniques” employed during the war on terrorism, including waterboarding. (And yes, the number of innocent victims in each case is a relevant consideration.) That doesn’t mean that Harry Truman was a war criminal, as Jon Stewart temporarily claimed, although I do think what he did was unjust.
