Timing matters.  Eyal Zisser, one of the best Syria-watchers out there, argues that rather than compromise the Syrian government believes it can simply outlast Bush.  And when he hears the rhetoric coming from some quarters in Congress and Connecticut, why shouldn’t Syrian President Bashar al-Assad put his faith in a diplomatic filibuster?
