Its strategy has always counted on GOP conservatives splitting their primary support among several candidates, keeping Giuliani the frontrunner but with only a quarter to 30 percent support. That status, in turn, is used to persuade donors and activists on the fence that Giuliani is the guy, that his apostasy is not an electoral problem. If the field winnows, Giuliani fades.
