With respect (?) to Ned Lamont’s views, I believe the real world difference between “tax benefits” and “tax incentives” would be that employers would get the “benefit” in a system that REQUIRES employer paticipation, while the “incentive” would be an inducement, but would still leave the choice to the employer as to whether or not to participate.

This appears to be a real world distinction that would fit like a left handed glove.
